Short answer

No single document covers construction-site signs in the UAE. Each sign is governed by a different instrument, and they differ by emirate: in Abu Dhabi, ADOSH-SF CoP 53.1 and 17.0 (formerly OSHAD-SF, administered by the Abu Dhabi Public Health Centre, ADPHC), the Department of Municipalities and Transport (DMT) QR rule since October 2024, and the TR-511 and TR-531 road manuals; in Dubai, Dubai Municipality Circulars 11-1-1 and 12-4-1 and the Code of Construction Safety Practice; in Dubai Development Authority zones, Circular 331; and inside the building, the UAE Fire & Life Safety Code. Where the codes are silent

  • QR board: DMT has not published a size, material or lighting rule for it.
  • TR-531 (work-zone traffic management) is not public, so we report nothing from its detail.
  • Operator specifications for oil and gas and plant sites (pipeline markers, label colour coding) are not public.
  • Exit signs: we could not verify the text of the Fire & Life Safety Code, so we state no luminance class and no approval.
  • The published Abu Dhabi temporary-fence figures (2.5 m, 5 cm gaps, 5 m gate) are the municipality's 2018 figures, the latest published; confirm against your permit.
  • ADPHC administers the ADOSH-SF framework and does not approve signs or products.

FAQ

Does the QR board replace the site OSH notice board?

No. The QR replaces the printed project name, contractor and dates on the project board. The OSH notice board is required separately by ADOSH-SF CoP 53.1 with its own minimum contents.

Do Abu Dhabi rules apply in Dubai?

No. ADOSH-SF and the DMT QR rule are Abu Dhabi instruments. Dubai uses municipality circulars and its code, and DDA zones use Circular 331.

Are the common market sizes for signs a legal requirement?

Not unless the document's text states them. Many circulating sizes are trade convention, and DMT sets no size for the QR board.

Does ADPHC approve signs or suppliers?

No. ADPHC administers the framework and issues its codes of practice; it does not approve products, signs or suppliers. Compliance is measured against the text of the document and the permit conditions.
