The first and essential step — defines the activity type and zone, issued by ADDED or the relevant free-zone licensing authority
Industrial Registration
Required for factories and production facilities — issued by the Ministry of Industry (MOIAT) and requires minimum staffing and capital thresholds
Building Compliance Certificate
Confirms the building meets Municipality construction and safety standards — a prerequisite before obtaining Civil Defence approval
Approved Engineering Drawings
As-Built or safety-systems design drawings — prepared by a certified engineering firm and submitted to the Municipality and Civil Defence for review
Hassantuk System Registration
National platform monitoring fire alarm and suppression systems — the facility must be connected to the network before the Civil Defence inspection
Fire Alarm System Installation
Class A early-warning fire alarm system — required in most commercial and industrial facilities — installed by an ADCDA-certified company
Automatic Fire Suppression System
Sprinkler or gaseous suppression system Class B — required for warehouses, factories, hotels, and shopping centres
Kitchen Fire Suppression System
Wet chemical system for restaurants and cafes — required for any commercial kitchen using stoves or grills
Food Safety Permit (ADFCA)
Food safety certificate from the Abu Dhabi Agriculture and Food Safety Authority — required before operating any food-related activity
Passive Fire Protection
Fire-resistant insulation, fire doors, and ventilation systems Class E — required in multi-storey buildings and large facilities
Emergency Lighting & Exit Signs
Class F — emergency lights and illuminated exit signs for emergency exits — required in all facilities
Civil Defence Inspection
On-site visit by ADCDA inspectors to verify all systems comply with specifications before issuing the approval
Final Civil Defence Approval
Official document from ADCDA confirming the facility meets all safety requirements — mandatory for licence renewal
Annual Maintenance Contract
Contract with a certified safety company for maintenance and inspection of safety systems — renewed annually and required for Civil Defence approval renewal
Commercial Licence Renewal
Annual licence renewal with ADDED — requires submission of a valid maintenance contract and current Civil Defence approval
