Short answer

There is no single UAE-wide rule for a temporary site fence; the requirement depends on the emirate and the authority. In Dubai, Dubai Municipality Circular 12-4-1 (2021) calls for metal or PVC fencing for new building permits, at least 2 m high, with gaps between panels of no more than 5 cm, colours matching the surroundings, and maintenance for the whole project. In Abu Dhabi a temporary fence licence from Abu Dhabi City Municipality is required; the municipality's published dimensions (2.5 m, gaps up to 5 cm, up to 20 cm off the ground, entrances up to 5 m) date from 2018 and are the latest published, so the licence for the plot is what to confirm against. The sources used here do not cover the other emirates.

If printed graphics are going onto the fence, see hoarding panels and fence graphics for a temporary-fence licence; in Abu Dhabi, anything placed on the fence needs a permit first, as the table shows.

Who is responsible

Dubai's requirements are tied to building permits and Abu Dhabi's to the temporary fence licence for the plot. The sources used here do not name who within the project (owner, main contractor or another party) must build and maintain the fence. Confirm that against the licence or permit conditions and the project contract rather than assuming it.

What an inspection against these clauses looks at

  • Fence material: metal or PVC (DM Circular 12-4-1).
  • Measured height against 2 m in Dubai, or against the height stated in the Abu Dhabi licence (2.5 m in the 2018 specification).
  • Gaps between panels against 5 cm.
  • In Abu Dhabi: the gap to the ground (20 cm) and entrance width (5 m) as stated in the specification and the licence.
  • Continuity of the fence along the whole plot limit, and no encroachment on road right-of-way or neighbouring land without a permit (§20-2-1).
  • Fence colour against the surroundings in Dubai; white corrugated steel in Dubai Development Authority zones.
  • Condition of the fence: soundness and maintenance, which is what the Abu Dhabi inspection campaigns and the Dubai maintenance wording address.
  • In Abu Dhabi: that the temporary fence licence exists and that anything fixed to the fence has a permit.

Typical gaps against the requirement

  • A gap wider than 5 cm at panel joints or corners — against DM Circular 12-4-1.
  • A fence under 2 m in Dubai — against Circular 12-4-1 and §20-2-1.
  • Using the 2018 Abu Dhabi dimensions without checking them against the plot's licence.
  • A fence that does not close the whole plot limit, or runs onto road right-of-way without a permit — against §20-2-1.
  • A fence colour that clashes with the surroundings in Dubai, or is not white in a Dubai Development Authority zone — against Circulars 12-4-1 and 331.
  • Signs or graphics fixed to a fence in Abu Dhabi with no permit — against the municipality's requirement.
  • Damaged or fallen panels not repaired during the project — against the maintenance wording in Circular 12-4-1.

The sources contain no fine amounts for these items, so none are given. For the printed-face side, see printed mesh and banner options for the hoarding. If the site also has scaffolding, that is a separate system not covered by this page; scaffold mesh wraps are a separate printing option.

FAQ

What is the minimum height for construction site hoarding in Dubai?

At least 2 m, under Dubai Municipality Circular 12-4-1 and §20-2-1 of the Dubai construction safety code, with gaps between panels of no more than 5 cm.

And in Abu Dhabi?

The published Abu Dhabi City Municipality specification gives at least 2.5 m, but it dates from 2018 and is the latest published. The temporary fence licence for the plot is the deciding document, so check it before building.

Is a licence needed for a temporary fence?

In Abu Dhabi, yes: Abu Dhabi City Municipality requires a temporary fence licence. For Dubai, the sources used here tie the requirements to building permits and the municipality circular and name no separate fence licence, so check the conditions of your own permit.

Can signs or graphics be fixed to the fence?

In Abu Dhabi, nothing may be placed on the fence without a permit. For Dubai the sources do not address printed content on the fence; they require only colours that match the surroundings and a maintained fence.

What about the other emirates?

The sources cited for this guide do not cover the other emirates. Contact the municipality of the emirate concerned.
