Who is responsible
TR-531 is stated to be binding on all entities by Executive Council resolution, but the sources used here do not name which party each fine is directed at (contractor, owner or permit holder), nor who prepares or signs the traffic management plan. Check the detour permit conditions, the project contract and TR-531 itself with the issuing authority rather than assuming.
