Municipality's Role in Facility Licensing

Abu Dhabi Municipality participates in two key stages of any facility's lifecycle: (1) Construction phase — where structural and architectural drawings are approved and a building permit is issued. (2) Operation phase — where a field inspection is conducted and the building completion certificate is issued.

The Completion Certificate proves the building was constructed according to approved drawings and the UAE building code, with all finishing and utilities complete. Without it you cannot obtain an occupancy permit or complete the ADDED trade licence.

In industrial zones such as Musaffah, ICAD and KIZAD, the free zone authority may handle some municipality functions, so procedures differ slightly from urban areas.
