MOIAT's Role in Industrial Facility Licensing

MOIAT is a federal authority operating across the entire UAE. It issues the industrial licence, which differs from the ADDED trade licence. Industrial facilities in Abu Dhabi need both: the industrial licence from MOIAT and the trade licence from ADDED.

MOIAT pays special attention to hazardous and chemical materials, issuing specific requirements for their storage, transport and handling, and coordinating with ADCDA to ensure appropriate fire suppression systems (Class B for chemicals, Class E for specialty chemicals).

Under the "Made in UAE" initiative, MOIAT provides facilitations and incentives for local factories, and manages support and financing programmes for the industrial sector through the Industry Fund.

Frequently Asked Questions about MOIAT

What is MOIAT?
MOIAT (Ministry of Industry and Advanced Technology) is the UAE federal ministry (formerly the Ministry of Industry) that oversees the industrial sector, grants industrial licences to factories and manufacturing facilities, and classifies industrial facilities at the federal level.
Which facilities require MOIAT approval in Abu Dhabi?
Factories and manufacturing facilities, hazardous and chemical material warehouses, fuel and petroleum product storage facilities, petrol stations, and facilities using restricted gases or materials. Any industrial facility needs an industrial licence from MOIAT in addition to the ADDED trade licence.
Is MOIAT's industrial licence different from ADDED's trade licence?
Yes. The ADDED trade licence (Abu Dhabi emirate) authorises commercial and economic activity. The MOIAT industrial licence (federal) specifically authorises manufacturing activity and includes technical requirements for production and industrial resource management. Industrial facilities need both.
What are MOIAT's requirements for hazardous material storage?
Requirements include: classifying materials to GHS standards, storing limited quantities by material type, specialist fire suppression systems (Class B or E), adequate ventilation, warning signs, daily inventory records, and a chemical emergency plan approved by ADCDA.
