The number and where it comes from
Code of Practice 27.0 on confined spaces, clause 3.10(e)(vii), requires flammable gas or vapour to be below 5% of its Lower Explosion Limit. The same requirement is repeated in Code of Practice 28.0 on hot work at clause 3.4(a)(ix). This is stricter than the prevailing international convention.
Why the error happens with a perfectly good instrument
The factory default alarm for flammable gas on many multi-gas detectors is 10% LEL. That is not a fault or an oversight by the manufacturer — it reflects the convention in other reference standards. But it is twice as permissive as the Abu Dhabi requirement.
In practice a calibrated, in-date instrument can read 8% and stay silent, while at that reading the space may not be entered under the code. Nothing is wrong with the instrument or the reading; the alarm threshold set on it is wrong for this jurisdiction.
What to do about it
- Set the flammable gas alarm threshold to 5% on every detector used on Abu Dhabi projects, and record that you did.
- Make the alarm threshold a pre-use check item, not a one-off commissioning setting — a factory reset restores it to 10%.
- State the threshold explicitly on the confined space entry permit, alongside the instrument serial, its calibration date and the name of the person who took the reading.
- Verify the threshold on any new instrument, and on any instrument returning from service, before it goes back into use.
The other limit: oxygen
Clause 3.10(e)(i) of the same code requires oxygen between 19.5% and 23.5%. That limit matches the international convention, so it does not carry the confusion that the flammable gas limit does.
And what the code does not set
Code of Practice 27.0 sets no threshold for hydrogen sulphide or any other gas within its entry requirements. Figures circulating for those gases come from other references, not from this code. If your project applies a limit for another gas, record the limit and its source on the assessment and the permit, and do not attribute it to this code.
